Note that the wording isn't "Level 21 Vulnerability supported by Level 10 Blasphemy Aura", it's "grants level 21 Vulnerability Curse Aura during flask effect". It's quite possible that Witchfire Brew has its own baked-in skill, a'la Labyrinth enchantments, that is configured to act like a level 21 Vulnerability aura.
